How did this guy get off so easy? He is in interviews stating he witnessed Einsatz shooting executions, that he was present when Himmler witnessed an aktion and then gave his speech standing on the car that he couldn't relieve them of their duty. He also stated that after the war started they were cut off from the rest of the world, that basically they had to choice but to do what they did with the Jews in their possession. I know he cut the deal with Allen Dulles in Italy (a corporate fascist himself) but that doesn't discount the crimes against humanity he admitted to witnessing and was apparently in agreement with Himmler.
You elude to it in your post. It all comes down to his involvement with the Allies post war. He aided the Allies in apprehending and convicting other Nazi criminals. He was very easily manipulated. He did serve time, if you can call it that, when he was arrested again in '62/'63? IMO, at the time he was seen as a somewhat "small fish" when he was compared to the top tier Nazi hierarchy. That all changed after evidence continued to be discovered in the 20 years following the war when he was found complicit in mass murders.
He was one of Himmler's top deputies. It was Wolff who banished the crackpot Villegut from Himmler's inner circle because he felt it made Himmler look bad that he believed such wacky stuff and hurt his credibility. He was complicit and witnessed many murders and policy meetings/talks eluding to mass murders.
I agree, he was complicit in those murders as he was Himmler's right hand man. However, he heavily advocated against Himmler and the regime after he fell out of Himmler's graces. He made a strong push to sabotage relations with the regime. Apparently, that curried enough favor with the Allies and Dulles.

Not my favorite person (he's written some books on the Third Reich and gun control) but he cited many sources referring to Wolff and his mindset. You can download the PDF.
