Wilson, what do you use to edit your photos? You should be able to use GIMP, which is free, to resize the images. Open the photo in GIMP, in the menu bar select "Image," and go down to "Scale Image." Make the longest side 1200 pixels and it will surely be under 5MB. Then in the menu bar go to "File," then "Export as..." and append something like a 1 or something to the file name so it doesn't overwrite your original.
Most any Windows operating systems will allow you to resize images natively without any new software or application installs. Here are the steps: -Right click on the file -Select "Edit" -> the image will open in the MS Paint application -Select the "Resize" option under the "File" menu option -Set the new dimensions and save the new file Mileage will vary slightly between different versions of windows, and you might need to play a bit with file formats to determine the smallest/best format for you, but any version of windows will allow the resizing of images.
