...who censored military personnel and units?? was it a military unit specifically for that? ..who censored the civilians? if there is a thread on this, please advise
For US military and naval activities, usually an officer assigned that additional duty with a given unit. Civilian mail was not censored.
To an extent, they were. The governmental agency, the Office of Censorship, covered the mass media. However, they mostly relied on the media doing self-censorship.

Since the Civil War, officers in the American Army censored the letters. Men were told what not to say and the officers glanced through their letters to see if anything needed deletion.
