Wasn't the Milwaukee lost going to the assistance of the sub, which was in some sort of trouble -- sunk or stranded or something?
OK, had to do some digging here... H3 was stranded on the Californian coast and the USN decided not to pay for commercial salvage. After several attempts with tugs & smaller ships, they used the cruiser Milwaukee to tow the sub off. Unfortunately the sub didnt move, effectively anchoring the cruiser, which was theb pushed aground by the current and eventually declared a total loss. H3 was eventually pushed (not towed) afloat by a civilian salvage company.

Would that be the skipper of HMS Glowworm (I'm afraid I had to cheat and look up the action to find his name ), Lt Cdr Roope, whose recommendation came from the commander of the Hipper through the International Red Cross?

Yes, that recommendation was the most notable thing, I was asking also what else notable was about his VC. Apparently there was few other VC recommendations made by enemy, don't know if there is actual nominations too.
