Imperial Japanese Navy Nachi Class Heavy Cruiser, Ashigara. This photo was taken in 1937 when Ashigara visited Europe. The ship in the background is the German pocket battleship Admiral Graf Spee.
Thanks to her European tour (IIRC it was for the Coronation, lots of interesting ships there) Ashigara is probably the most photographed IJN warship, for some of them there are practically no good pictures, have been looking for one of Tone or Chikuma showing the rear ramp for a while an IIRC there is only one known pic of Shinano if we exclude the ones of her sinking.
