    So this is really a board game? Is it solitaire or two-player?

    Yes - it was originally a variant of Axis & Allies Global 1940 (Global War 1939 - 1945) and then they (HBG) made it their own with the release of Global War 1936 - 1945. They have released a dozen expansions for the game as well - Spanish Civil War, Turkey at War, American Minorities at War, Partisans, etc. I haven't had a chance to play any of those but I have looked at their rule books and they make the game more interesting. There is also an Oil Expansion, that requires Oil Production in order to move everything but Infantry-Class Units.
