Not what I'd call "on the verge of collapse" but certainly sounds like the Russian military is on something of a downward spiral according to recent posts on the strategy page. In particular:
    Attrition: The Russian Fade
There's more in this post including the quote below which actually talks about the Russian navy:
    China: Give Peace A Chance

Putin today said in his speech as he started another season as president that the Russian people must work harder so that the Goals will be reached. I thought it was up to Putin to make more great decisions.

Those are impressive towers compared to the WW2 boats I'm familiar with.

The WW2 boats that were given the GUPPY III Mod got them. The large sail is referred to as a "northern sail" because it's height above the waterline allows it to be manned in more severe weather.

USS Constitution has been commissioned for some 220 years & is still afloat . . . upkeep trumps age in some cases.

The USAF is still flying B-52s first used in the 1950s.

Same for the Tu-95 Bear. Both first flew in '52 and both are still going are in in their respective air forces.

5 or 6 near total reconstructions didn't hurt either.

Estimates run that only 10 to 15 percent of the ship is original, and that is mainly her keel.

The latest article on the Russian Navy on the strategy pate:
Surface Forces: Russia Stumbles Towards The Future
makes it sound pretty bad there. Perhaps not "on the verge of collapse" but not far from it. There have been some issues with this site recently so don't take it as gospel.
