    Was this an issue with Kinkaid, 7th Fleet staff, or both?

    Whoever first directed the reconnaissance, it would be up to staff to ensure that it was carried out, or that alternative arrangements were made if necessary.

    However, this was in the nature of insurance. 7th Fleet did not have the primary responsibility for engaging the main battle forces of the Japanese navy; that was for Halsey and 3d Fleet. Halsey seems to have understood that fending off Kurita's force was his responsibility; his error was in being too ready to assume that that responsibility had been fulfilled and that he could safely go after his preferred target, the Japanese carriers.

    Summer 1941. Barbarossa. Soviets had cable lines only. Germans had these cut in good time when Stalin sent orders the Germans were already some 100 kilometers behind the Soviet front lines. Even with decent knowledge of military situation you had no connection to Stalin who was the leader. No wonder he escaped to the Dacha for a while. Kph
