Another report that makes things sound even worse. In brief Russia has gone to one year terms for conscripts. That means a lot of poorly trained sailors and a lot of turn over. See: Attrition: Russia Losses Its Edge On another board it was mentioned that they are scrapping a number of major vessels.
Another update focuses on the scrapping of the Kirovs. Surface Forces: Killing The Kirovs To Save The Fleet Looks like some of the leadership are hoping for a controlled and limited collapse rather than a complete one.
I do remember that John Paul Jones served in their navy for a while. Haven't read much about what was happening there then though. A fair number of their ships spent a good part of the ACW in New York harbor as well. At least that showed that they were capable of operating across the breadth of the Atlantic at the time. Then there's always the famous battle on the lake but the Russian force there was mostly infantry.
