Cable War 85142 meaning?

    Hello , I’ve been researching my Grandfathers WWII info. Finally getting somewhere with the search , however I’ve found a morning report with the phrase

    “Fr Dfr Cable War 85142 dated 23 Aug 1944 to pres for duty”

    I cannot find anything online about the meaning of the codes. Also why is the date 23 Aug ‘44 on there when the date of morning report was April of ‘45?

    From detached for duty under orders found in War Department cable number 85142 dated 23 August 1944 to present for duty on the current date.
