Ok the US goes to war with Japan over the Panay incident how might this affect the UK & France in dealing with Hitler over the occupation of Austria and the Munich Crisis? Would the US necessarily get involved in the European War in this situation? Does Japan still strike South? Would Europe get involved in the Pacific side of things if the latter question doesn't come about?
I know the USN wasn't in that good a shape in 1937 however I'm thinking that the IJN just had Akagi & Kaga for CV's ,the Hiei was demilitarised while several other BB's were undergoing extensive refits, several of it's moden CA's were being rebuilt, and furthermore thier naval aviation was years away from having the A6M's or Kates. Of course the USN was years away from having the F4F. Also no pearl hrbor here since the Pacific Fleet is still based at San Diego.
Whats your opinion? How would war starting in 1937 change the postwar as compared to historical? Further how would you fight the war from either side?

Well IMHO even though the Austrian & Czech issues happened a year later then the Panay incident the fact that if the US snaps out of isolationism it might just encourage the European powers to stand up to Hitler more.

    I doubt that.
France refused to act because they wanted full British cooperation, Britain refused to act because they where scared their army was too small (which it was) and the politicians actually believed Germany, Austria and the Sudeten Germans where punished too hard by the treaty of Versailles. British policy in the early 1930's was to keep the peace by keeping Germany happy. (AKA Appeasement)
