I am an employee/volunteer in a WWII POW camp Officer's Club Museum in Douglas Wyoming. We are preparing a display for a gentleman who was a Japanese POW and unfortunate participant in the Battan Death March. His uniform shows an inconsistency on his bar. Not only does he have 2 of the same Asian Pacific Campaign ribbon, but one is upside down. I am not sure if this is just an error or if it is placed intentionally. Having no knowledge of the requirements of the assembly of ribbons on the bar (except for the Silver Star at the top), I am hoping for your help!
Do you have a photo? It not likely that he should have two of the same ribbon, especially with one of them upside down.

We see the Asian Pacific Campaign Medal shown both ways at various sites on the 'net. Wiki has the blue on the left.
If that's the way you received the jacket from the gent or his estate, I'd presume that's the way he set up his ribbon bars. Is it correct? Not really, but if that's the way he had it, I'd leave it alone . . . gives your docents something to mention.
