World War? It is the end of July 1939, and Europe teters precariously on the brink of war. A sense of fear and foreboding has fallen over the leaders of many nations. There is a definite feeling that the continent is heading for war. Various disputes and crisises continue to occur between many nations. A cloud of distrust and deceit has desecended over Europe. Your role, as supreme leader, will be to lead your nation through these dark days and ensure that your country is assured its rightful place in world. You will govern the direction of your politics and diplomacy, order the mobilisation of troops, control your economy and industry and field the finest fighting forces in Europe. Each of you will also have certain aims and objectives that may force you into conflict with another nation. When waging war, remember not only its effects on your troops but also the effects upon the populace. You are responsible for the soldiers but also for the people. The people must be kept behind you. How you do this is up to you but never forget the Home Front. In times of war it will be you who will decide the main objectives of operations involving your armies. You will decide how to equip them, how to recruit them, when to rest them and when to deploy them. You will be deploying Army groups, detailing special operations, deciding the direction of military research and receive military intelligence. You will decide who commands your forces and leads them to battle. You will also control the direction of your economy and industry. You will have to balance civilian needs with military needs and keep everyone happy. You will divide your spending amongst the armed forces and control their build up. You will also have to worry about imported materials and the effects that war will have upon their supply. The main concern to most of you will be oil, coal and iron ore. For materials that you need you will have to trade with those that possess them or take them by force? You will also control the running of your country and its foreign policy. You will control police forces, secret agents and send ministers to broker deals. You will have to choose who, to send to conferences and meetings. The wrong choice could cause you trouble that you had not bargained for. You will receive letters and communiqués from other leaders and form alliances and treaties to secure your nation in times of crisis. Whether these treaties are honoured will have to be seen. The game will begin in August 1939 and each month will have two turns, early and late. You will send orders and receive back the following items each turn; · Reports ? These are the reports on the orders, which you have given in the previous turn. · Political Anoucements ? Any public political statements will be forwarded to each player · Diplomatic Bag ? This will contain details of conferences, treaties and correspondence between players. · Intelligence Briefing ? Military intelligence, combat reports, operational plans, heresay, rumour and downright make believe. · Press Clippings ? All the latest from newspapers around the globe, they may find something you missed? You may also find other bits and pieces thrown in, in a previous game, due to some excellent espionage the British gained a selection of German research in their Intelligence Briefing. You will also be given a score and an overall grade each month. It will be up to you to back up your orders with data relevant to your orders. In effect you will be arguing the case for the feasibility of the order. The more info you give to prove the feasibility of the order the better things will turn out. But always remember that chance will play its part.
