I always had a rule, if I ever received a response in the mail that needed a response itself (like the appeal on the denial of certain medals being awarded), I would always send out a response within 48 hours, and sent it priority mail, certified, with a return receipt requested.....you need to keep pushing that rock up that steep hill.....if you stop and wait, that rocks gets alot tougher to push up that hill......but be prepared to wait 4-6 months for certain things......however, you will be suprised, some things i requested, I got back in less than two weeks.........
