That 's the problem of the legacy of a repressive regime ,
a lot of issues get bottled up . then it's payback time.
from past experience , the best strategy is to let the whole thing blown up
to come in when things are cooling down and bury the bodies
jumping in between is the sure way of being the bad guy.

They had a panel discussion here yesterday, and the panel was Patrick Cockburn, correspondant with The Independant (newspaper), Faud Nahdi, Publisher of the Islamic magazine Q-News, Dr Daud Abdullah from the Muslim Council of Britain, and Gen. Andrew Stewart, the previous commander of the British Forces in Iraq.

The basic conclusion was that Iraq could quite easily fall into a very very nasty Civil War, and if it did then there is almost nothing that could be done to stop it.

However, they also were full of praise for the fact that Iraqis have been very restrained after the various bombings (see my links above).
