Harvest of Despair by Karel C. Berkhoff. Ukraine.

Hello all, great forum. I'm a member of The Great War forum researching my Great Grandfather but wanted to ask on here regarding a photograph I've found.

I recently bought "Harvest of Despair: Life and Death in the Ukraine Under Nazi Rule" by Karel C. Berkhoff from a charity shop and found this photograph inside. I do not know if the photo is related to the subject of the book.

Having no knowledge of WW2 I was hoping someone could identify the men in the photo from their uniforms. Also, the man in the middle looks very sinister.

As I said, the photo may not have anything to do with the Ukraine but my only clue was the subject of the book. Any ideas?
