Many GIs had one, it was private purchase, often a gift from parents, spouses or sweethearts, kind of a little good luck charm,. The noise was absolutely negligible, if oyu move as fast that the bracelet will make a noise , there will be so much other noise that the bracelet's faint rattle wil be drowned out. No problem at all.
My father-in-law was in the Finance Corps in the Pacific. I don't think noise was much of an issue. He told me once that his greatest accomplishment was making sure everyone got paid on time. I think he had a jeep at his disposal.
