Is this Roosevelt drawn on Jap. flag?

Is this a cartoon the japanese have drawn of President Roosevelt on this flag.It is in the upper right of the section shown.It appears to be tears or sweat coming from his brow. I apologize for it being rotated to the left, but I am a computer novice, bear with me. I am researching my fathers wartime service in WW-2. Any feedback would be dearly appreciated.
