I found this review to be a real good and straight forward summation, of the Pearl
Harbor hearings/investigations, that were ordered after the debacle. The review
points out that, with all the press coverage, "Someone had to pay."

How the "set by presidential executive order" Roberts Commission, "Not surprisingly",
was hostile to the area commanders, Gen Short and Adm Kimmel. With the major
political and military figures in Washington being exonerated.

Then the Naval Court of Inquiry, "made full use of MAGIC", and "completely
exonerated Adm Kimmel." So the investigations were continued. Anyway, it's a
good read and gets right to the point, in my opinion.
