Which was better, the legendary American PT boat, or the bigger and meaner German E Boats? Did the Brits and Japanese have similar boats?

they japanese did use some old destroyers and tried to deploy them as a PT boat.
mainly the old Minekaze class destroyers (build between 1918 and 1921. they had a speed of about 39 knots, had four 4.7" guns and 6 torpedo's)

The E-boat was better armed than the standard version of the PT and had diesel engines. This was one reason that most PT crews armed their vessels with whatever heavier weapons they could find and fit onto them, up to Bofors 40mm guns.
