Translate please

Hi! I'm writing a novel-length fan fiction for a WW2 story. It's about the antagonist of said story, an elegant yet scheming young Japanese colonel. At one point he says this right before his name:

特高科

I think that's how the Kanji is supposed to look like. Guessing it's his special division. Can anyone please translate this for me and, if this is a division and if possible, tell me what it did? Thanks!

 

Just get three "???". Server's obviously not picking up the script.
