Well, 103M means mental case (103 is code for "other than normal" activity, D=disturbance, M=mental case, K=knife fight, G=gun fight, R=riot, F=fight or fistic encounter. I rolled up on a 103S once, a domestic disturbance with a 6" circular skill saw (I invented that code). A drunken husband cut his wife's hand off with the skill saw when she slapped him and took the TV remote during a domestic dispute. Strange deal. Anyway, 1369 is police slang code for "unlucky c0ck$uck3r". You figure it out.
