Well, 103M means mental case (103 is code for "other than normal" activity, D=disturbance, M=mental case, K=knife fight, G=gun fight, R=riot, F=fight or fistic encounter. I rolled up on a 103S once, a domestic disturbance with a 6" circular skill saw (I invented that code). A drunken husband cut his wife's hand off with the skill saw when she slapped him and took the TV remote during a domestic dispute. Strange deal. Anyway, 1369 is police slang code for "unlucky c0ck$uck3r". You figure it out. That term is usually assigned to some unlucky person who is at the wrong place at the wrong time, and usually something dark or fateful befalls them. For example, "What's wrong with Fred?" "Oh, he's dead, he walked into the street in front of a bus". "1369?" "Yep, your turn to do the report". "I hate when that happens".
