You haven't stated anything, except that it wasn't Yamamoto who insisted on the 14-part message. Obviously, you can't prove that, nor do you have any clue why the message was sent nor who insisted on it. I've referenced two sources who say, or imply, it was Yamamoto who wanted it sent, but they aren't conclusive. So, as I stated in the beginning, the mystery remains; why was it sent, what did the Japanese hope to accomplish by it, and who was behind it?
