I think it is a spade-handle. the blade of the spade is in the canvas bag it is attached to.

you can also fit the spike bayonet on the other end, that is what the metal fitting is for.
with all those british tommies I feel like I am watching A Bridge To Far which is an awesome movie. Good pics merlin.
