Not really. Certainly his actions were contributing but he had no control over what the Red Army did especially after he surrenedered.

The fate of the Stalingrad POWs was an extreme case in

Semanticaly, and linguistically this is an act mercy in its real meaning, whatever you want to say.

Not really. Further more the quote is not correct. Germany was indeed a signator to the conventions. We have already discussed at least to some extent the situation of the USSR.
