    The fourteen-part message did not need to be decoded, it was sent in the clear by 外務大臣, the Japanese at the Embassy merely had to type it up neatly. However, no "uncleared" personnel were allowed to see it, so two-fingered typists put put on the job, causing the delay.

    The Business Plot could have also resulted in an FDR death or exile in the 1930s. Big Business interests with Fascist sympathies tried to recruit Smedley Butler, and he testified to it before Congress.

    The only things that I see t that are different between the two groups is the ocean that they crossed to get here and their color. I'm sure a masters thesis could be written the address the question and find 20 more variables. .

    See my edit. I'm sure it wasn't as simple as I first said. But what I said played a role. Perhaps it was easier to assimilate and be less suspect on the industrialized East Coast. My moms ancestors were originally from France and her father came to America from Canada when he was 5. To get a job in a textile mill when he was 7. :)

    Do you really have to ask this question or do you just want someone to say it out loud?
    Yellow man,Red man,Black man,Brown man.... The difference is they were not White men. This thinking goes on today with this Muslim sect or that Muslim sect or Kurds or Zulus or any group different than your own. Tribes to include political parties. There will always be us and them.

    1. the Japanese sneak attacked US territory--killing many --including civilians--HUGE difference there
    2. Germany at least declared war
    3. Finns, Romanians, Bulgarians,Croats,etc --that's laughable --totally ridiculous
    again---you are looking at it through your life--your time

    The US never declared war on Finland, although they did sever diplomatic relations in 1944.

    3 US destroyers were sunk or damaged prior to a German DoW.

    243 US Merchant Marine crewmembers - civilians - were killed prior to December 7, 1941. Roughly 5 times the number of civilians killed at Pearl. Not to mention that most of the civilians were killed, during the attack, by faulty AA rounds that did not detonate until they fell back to earth.

    ....not even close to what happened at Pearl......over 2000 killed and hundreds wounded in ONE day..a massive sneak attack on US territory
    ...HUGE difference
    dead is dead---doesn't matter how they died.....
    ???!!! = they wouldn't have been killed by AA if no attack

    Here's a paper I found on the web and has some interesting reasons why the Italian's were not interned even as we were at war with Italy. There were too many. of them, 600,000. And politics was in play as it always is. Pages 60-70 or so has some good info. My father was a 2nd generation Polish and Polish was spoken at home. His 2nd language was Italian because ."That's what the kids in the neighborhood spoke." He learned English when he started school.

    I don't believe the constitution needs to rewritten every 20 years. Not the Bill of Rights by no means.
