Nice photo. The ship pierside appears to be the minelayer Terror or one of her sisters which were converted to landing ships, vehicle (LSV). #3 5" gun is slightly offset from centerline.
Lovely little ships, and an excellent example of getting the most combat power for the size and financial investment. Also shows that we can't really classify ships by tonnage, otherwise a 30,000-ton aircraft carrier might be called a battleship! There should be a category for small battleships, coast defense ships, or monitors.

The Washington Naval Limitations Conference set broad categories. The individual countries were allowed to define anything that didn't fit into those slots.
