Been thinking about this the last few days.. This is just an idea btw. An online battle. How about those who are interested shove their names down, stating on which side they wish to play. Someone (preferably highly knowledgeable in this area) is given the position of Hitler and someone else Stalin (or whoever depending on which battle) They then choose whoever else has their names down on either side, designating them whichever General, assigning them their relevant Army/Divisions and giving them their mission(s) if more are playing than Generals of the time then they could be given a single division and be ranked a Colonel or something and given smaller scale missions, recieving their orders from the relevant general.. Clearly there would be a need for an independant judge. Orders could be done through PM or email to keep the secrecy from enemy forces. Battle could be chosen by ease of obtaining basic maps of the area, which could be uploaded for all to see. It would be (e.g) players who are Hitler/Stalin's job to keep the maps updated with basic coloured arrows etc for troop positions and stuff? Keeping things simple surely someone can come up with some basic facts regarding supplies etc, and supply depots could be designated on the map prior to game starting with heads of each side deciding how much supplies to place at each depot, and also realistic daily troop movement(km)? Also things like division strengths and their equipment would be important to know. Obviously there will be historical inaccuracy's but unless someone is willing to go to long lengths to provide 100% details on everything (which I can't provide) then surely from a gaming point of view as long as the main facts are there (e.g which divisions & generals were present) it shouldnt really matter? Admitadly this will take a bit of imagination and may not be as straight forward or quick as a normal game but I'm willing to give it a go, how about anyone else? A simple game to start with could be an idea with any problems being ironed out as we go along.. As I said this is just an idea, so please dont pick holes in it, advice will be great, also if you really think this wont work then please say so and explain why. Look forward to some feedback. On my and Your matters to be discussed: As You know Leningrad is thus situated as the direct route from Southern Finland is only 50 kilometers from the border and Finnish artillery can easily reach this distance today. As well enemy troops that attack Finland could, after beating the minor Finnish Army, attack the city with no real defence from the north. We have made several proposals to Finns in order to exchange the Isthmus area to huge piece of land in Northern Karelia which is 5-6 times the area they would hand over to us but somehow they have not been willing to do this. The situation is getting unbearable.The Red Army has around 300,000 men and 500 pieces of artillery to protect the city+ our navy, but even strengthening the troops would not matter if we cannot get more ground to defend the city. The Finns have always been interested in irritating the Soviet government that only wants to protect its basic rights, and even as we speak, in several places Finnish soldiers violate the border and rob our villages, and we cannot stand back and watch this happen for very much longer. My security lead by Berija can give all the details if needed. As an advice from a friend I can tell you the Finns only understand tough language and you should not get too soft with them. In the latter case they will only use you for their own purpose. I am most grateful for Your help with the Baltic nations. The idea behind our Volunteer troops is to send some men to help the Polish to fight, yet it is in our interest to send material as you can see, which will be used by the Polish, not Red Army troops.The force will be able to help the Poles to use the vehicles. This would happen only when the Polish government asked for help either in a grave danger of war breaking out or during a conflict. We thank you for a possibility to have a military base in Sirya but a base in northern Africa would be very important to us as well to be a base for our navy returning from Southern Atlantic. I´m sure we can get to an agreement on this. On your request on oil I´m glad to accept. Concerning the request of our most advanced fighting vehicles , if I were You, I´d wait for your military specialists´opinion before making a deal.We have several prototypes being manufactured and during the next few years I´m sure we can deliver something better than today could be sent. This just moves up their conversion by about a year. Diplomatic initiatives: 1. Japan announces (see newspaper headlines below) her support for the Indian National Congress and Prime Minister Gandhi. Japan calls for India’s complete independence from Great Britain and an end to Indian servitude in British military service. Japan proposes full diplomatic recognition of the Indian government and nation as a separate entity from the British Commonwealth and seeks to establish full diplomatic relations with the nation of India. Japan also “advises” (e.g., Thailand will make the same demand or else….) Thailand to make the same political demand. Japan is sending a diplomatic delegation to India as part of a “world cruise” by two naval vessels. See newspaper article below. 2. Continue Philippines independence initiative. Keep this low key and do not upset the Americans! 3. To the United States: In regards to the President Hoover situation: 1. Via radio transmission (coded), to our Washington diplomatic mission: You are to immediately have a meeting with the US Secretary of State regarding the President Hoover accident. You are to inform his Excellency that it appears that the ship President Hoover was the victim of an attack by a submarine. Japan, upon investigating the vessel after reaching port had suffered damage consistent with a torpedo hit. 2. You are to further inform his Excellency in the most strenuous terms that Japan did not cause this attack and is shocked and disturbed by it. If the United States wishes, they can investigate the ship immediately. Japan grants the US Naval Attaché in Tokyo or other representatives of the United States full access to the vessel now in dry-dock at Sasebo. Japan will assist in transportation issues as requested by the United States. 3. As of this date Japan has not made this attack public and has restricted access to the vessel as well as screened it from public view. Japan will not make any public statements about this attack until the US and His Majesty’s Government are in agreement on what should be said and done about this matter. 4. It is Japan’s belief that this attack was most likely the work of a Soviet submarine. As the US is fully aware, there are only four nations with submarines in the Pacific as of this date. The US, Japan, the Netherlands, and the Soviet Union. Of these, the Soviets have 80 + submarines on hand with about 10 of those being capable of reaching the attack site. The Dutch have none. As neither the Japanese nor US caused this attack, this leaves the Soviets by default. Japan’s recent border disputes with the Soviets also leave reason for such an attack. If this is the case, it represents a major escalation in Soviet aggression as it represents unrestricted submarine warfare in violation of the Hauge Convention. 5. Japan offers to move the passengers so desiring to their destination on Japanese vessels or passenger airplanes as soon as possible. Japan is holding the crew as guests of our government until the investigation is completed in case there is any information they can provide. The US is granted full access to the crew and, once satisfied with their interviews they will be permitted to leave Japan. Japan has already discretely interviewed the passengers about the accident and is satisfied they were not involved. There were 6 Japanese citizens aboard the vessel as passengers of which 1 was injured. 6. Upon request from the United States, Japan is willing to repair the President Hoover to a state of seaworthiness for towing at no cost or, to make other repairs as negotiated. 7. Japan is sorrowed and deeply troubled by this incident. It is Japan’s intention to work fully and openly with the United States to find the attacker(s) and see justice done. 4. The Imperial Navy heavy cruisers Ashagara and Nachi are to depart on a “World cruise.” Currently scheduled stops include: Jakarta, Madras, Cape Town, Cherbourg, Kiel, Hamburg and, London. Both ships should be in Hamburg by late October, early November. The war situation may change this schedule. (See newspaper headlines below) Umpire; please notify the appropriate players for the necessary diplomatic clearances! 5. To Germany: A naval attaché with our German mission recently became aware of the development of a high-speed experimental submarine using a new propulsion system from personnel at the Germaniawerkt Shipyards. The Japanese purchasing commission is interested in purchase of this technology (the Walter V80 HTP closed cycle engine submarine system). Discussions on this with the Marineamt offices of the Kriegsmarine are to be arranged. The following technologies are to be negotiated for licensing with the German government: The DB 601 aero engine, the Mauser MG 151 20mm cannon, purchase of machine tools and machinery for heavy industry. Japan also wishes to enquire about terms for purchase of surplus Panzer I and II tanks should these become available. Japan understands both types are considered interim models for Germany but both would be very suitable to Japanese requirements. 6. To Great Britain: Japan informs Great Britain that their continued arms sales and support of the Chinese military and various Chinese War Lords opposed to the Japanese is becoming increasingly unacceptable. Japan most strongly suggests that Britain end such support immediately. Japan also wishes to inform Britain that their continued colonialism in Asia is also becoming increasingly unacceptable. The Indian National Congress, the legitimate voice of the Indian people wants to end British rule in India, a move that Japan now completely supports. Japan also informs Britain that they will not back initiatives by the Free India Army movement, whom Japan sees as terrorists, by providing either monetary or material support despite overtures from this terrorist group. Japan sees this as no different than Britain stopping such support to China in reciprocation. As an added note: Our agents in India are to inform the Free Indian Army that they can expect no assistance from the Japanese whatsoever. Japan’s support there is solely to the legitimate government and any army they may form in the future. 7. To France: Japan wishes to immediately arrange the purchase of 180 25mm anti-tank guns of the Hotchkiss pattern. If this is acceptable, a freighter will arrive to take shipment on 22 September. This is a cash sale. Japan would also like to acquire two (2) Char B1bis tanks for study if feasible to be included in the same shipment. Note to umpire: It would be very much in keeping with the French character to sell these weapons to Japan. First, Japan has a long history of purchase of weapons from France, particularly artillery (including the 75mm Type 38, Type 95, Type 90 and, the 105 Type 91). France also was selling arms to Romania and Finland, among other nations almost up until they were invaded. Japan also informs France that they are becoming increasingly upset with their arms sales to China. Japan has been a long time partner of France in trading, far more so than China. If France wishes to continue their relationship with Japan in this respect, they need to end arms sales to China. 8. Japan has received information that that annoying Dr. Jones may be headed to China. Due to the dangerous situation and ongoing conflicts there he is not to be granted access or a visa. His arrest is to occur if he is found in Japanese occupied areas. Our government understands that the Germans also are looking for him on criminal charges. This could be a news article as required. 9. To the Soviet Union: Recent increases in border tensions and open incidents of aggression are not doing either party any good. Japan wishes to enter into a non-aggression pact with the Soviet government immediately. (Note to umpire: For both sides in the Nomohan incidents that recently concluded very heavy casualties resulted. The Soviets were originally concerned enough over air losses alone that major investigations were held, including one that resulted in their leading designer at the time Polikarpov being ‘sacked’ by Stalin. There would be some concern on the Soviet side to continued losses as well as the Japanese). 10. Japan makes available to the government of Thailand 24 Ki 20 light bombers and 12 Ki 27 fighter planes. Imperial Army advisors and pilots will be provided to assist the Thai government in military matters and training. 11. To Switzerland: Japan wishes to acquire licensing for manufacture of the Solothurn 20mm anti-tank rifle. 12. To Finland: Japan wishes to acquire licensing for manufacture of the Laithi 20mm anti-tank rifle.
Part 2: New technological initiatives: Recent results with Experimental Vessel No. 71 (see characteristics below) at Kure (these are secret and not to be released) have proved successful. The Kaichu type submarine planned for the 4th and 5th Fleet Replacement Laws are to be redesigned using data from these results. Testing with this vessel is to continue to obtain more data. Experimental Vessel No. 71: Experimental high underwater speed submarine Completed Aug 1938. Trials to 1940. 213 tons, 140 ft oa, 1200 bhp diesel, 1800 hp electric. 18kts surf., 25kts sub. The new class of Kaichukan Taka Sho (6th model) Mitsubishi Shipbuilding engineering department under K. Nakamura are to design a new submarine to meet the 2nd class Kaichukan Taka Sho (medium fast submarines) requirement for the defense of central Pacific island bases. These will be designated RO 35 – 83. Planned characteristics are: Displacement 980 tons normal surfaced, 258 ft length OA, 23 ft beam, 13 ft draft. 2 x Diesels w/ 2 shafts, 4200 bhp nominal, 19.5 knots surfaced. 2 x electric, 2600 hp, 13 knots submerged. Battery size is increased too. Optimized for underwater performance. Range 5000 NM @ 16 knots surf, 100 NM @ 6 knots submerged. 4 x 21” Torpedo Tubes (all forward) with provision for 10 Type 95 torpedoes. Machineguns for air defense when surfaced to be provided. No deck gun. Complement 52 Diving depth 280 ft. Construction planning is for first of class to be laid down in November 1939 and first launch in July 1940. First completion is November 1940. Production rate to be 3 per month, 1 per yard using 3 yards with a planned class size of 48 vessels. The design of these vessels is a state secret. Public release is that they are capable of 7 knots submerged with a total of 1800 hp electric motors. (I.e., they are nothing special; just another class of medium submarine being built on schedule.) This class replaces the original RO 35 – 83 class that began construction at this time. Other Naval Construction: Two additional gunboats of the Fushimi class are to be laid down for use on the Amur River. Armor development: Japan will begin design and construction of an improved M2594 (Medium Type 94) will be implemented. This vehicle will have the following changes from the Type 94C model: 1. The frontal armor increases from 25 mm to 38 mm in thickness. Side armor increases from 11mm to 17mm. 2. A 70mm Type 92 battalion gun with limited traverse is to be installed in the front hull. 35 rounds will be provided. 3. The turret will be redesigned to allow for a front ball mounted machinegun next to the main gun and the Type 94 37mm tank gun replaces the 57mm gun previously in use. The rear machinegun is deleted. The 37mm ammunition load remains 100 rounds. 4. The side panniers over the tracks will be extended forward to give more internal space. 5. This tank will be designated Medium Tank Type M2599. On chemical and biological warfare: Our development command in China is given permission to carry out limited tests on prisoners as required. Any “unsatisfactory” results are to be disposed of by cremation. All tests are state secrets. Notes to Germany on carrier development: Japanese procedure is as follows: Aircraft are hangered except for launch. Deck parks are not used. Temporary deck parks are used during launch and land cycles but aircraft are struck down to their hangers as soon as possible. Hangers are segregated by type. Fighters are forward, dive-bombers amidships and, attack / torpedo aircraft are aft. Each hanger has its own elevator. CAP operations are conducted with other aircraft struck down. The flight deck is kept clear for new CAP launches and landing of airborne CAP as necessary. Arming of aircraft is normally done in the hanger except for bomb arming of dive-bombers, which is done on deck. Fueling can be done either on deck or in the hanger (normal procedure). All aircraft are warmed-up on deck. The hangers are fully enclosed. Note, this follows current British procedure fairly closely. The Kido Butai is normally used enmasse. Small carriers are frequently used independently and with secondary forces. The Germans are to be supplied schematics of arresting gear and catapult systems in use on Japanese carriers. His Imperial Majesty’s Government has also called for an end to the British military’s exploitation of the Indian people to further their colonial imperialism throughout the world. The first will be established this month with a new one being established each month thereafter. Training and equipage is to take 8 months. This puts the first unit in service in May 1940. One quarter of each unit is to be a cadre of reservists. Officers will be drawn from both reserve and active commands to fill out these divisions. 2. The 59th and 64th Sentais that are now completing their work up on with the Ki-43 are to transfer to the 2nd Hikoshidan in China immediately. This is in view of the situation at Nomohan. 3. Operations started in Southern China are to continue until goals are met. 4. 1st Armored Brigade and 7th Infantry Division are transferred to 6th Army and are to move to Hailaerh from Tsitsihar to reinforce the 23rd Division. A brigade of railway engineers is to be assigned to support the rail line to Hailaerh and extend it to Nomohan. 5. JAAF pilot training increases to 1000 pilots a year due to the losses at Nomohan. (Note to umpire: Nomohan was a rude shock to the JAAF in terms of pilot loss. They originally increased training greatly; I am just increasing it a bit more than originally occurred.
