I have no idea of the identity, Sorry The location is more than likely North Africa or the Mediterranean, judging by the uniform.
For German officers and senior NCOs a white jacket was authorized as a full dress / evening dress uniform (ie to be worn at formal functions like a dinner or ball). This officer is wearing such a jacket although, apparently not in the proscribed fashion.
He looks to be an Pioneer (Engineer) Officer or possibly General Staff Offiz-but I don't think so since the underlay is too dark to be a redish color, and he's of the rank of Major. He also looks to have the Close Conbat Clasp in Bronze, 1939 EK 1st cl and German Cross in Gold. His breast adler is an aluminum pin on version. Hope this helps?
