I'm not exactly sure but IIRC it was a Japenese plane meant to be attached to the underside of a "Betty" bomber and flown into ships.
The Germans had a similar program. Their "flying bombs" were called Mistel's. The plane shown looks like it has the body of a Ju-88.
I think you are referring to the Okha ... Ohka - Wikipedia, the free encyclopedia and it's way off the mark, different country and purpose.
