In this video are photo's of the dutch Waffen SS with wehrmacht collars, can someone explain?

Maybe its a Wehrmacht Officer accompanying them? I really have no clue

 

A Wehrmacht officer without a breast eagle? And with a Swastika on the helmet? Nope.

 

Whoops sorry about that, didn't see that he didn't have a breast eagle. This is a strange one

Would it be the person on the very left closest to the screen or?

 

Yes in 1:13 the 2 left front row, and 1:55 the middle.

Also look at the helmets of the 2 with the wehrmacht collars, they have a little swastika on the side, while all of the others have the SS emblem on it.
