Laws and government regulations draw a pretty definitive line. Government employees for example aren't suppose to have relations with someone either up or down the line in their chain of command. Not all the regulations apply to elected officials but the laws do and so does the principle of avoiding even the appearance of a conflict of interest. In regards to the second question I think it's a pretty clear no. I personally find Clinton's lying to the public more of an issue than his relationship to Monica however. In the case of those trying to persecute him while having similar issues ... that's compounding hypocrisy with deception.
