Sturmtiger on paper sounds impressive but it's only useful if its produced in number and use properly. Too many thing goes wrong for the German Army. The 'Mouse' and Railway Guns was claim to be impressive and even said to be powerful tank killer (if it can hit one ...) In short, If PanverVI (F series onwards) was produced enough to match T34 or Sherman in numbers, If Me262 was produce enough to match MIG3 or Mustag, Ultimately, If Hilter was not giving the chance to play soldier and make the grave mistake of invading Soviet Union, maybe the course of war would be change. That is, IF.
Then it still wouldn't have made any difference. The problem for the Germans wasn't aircraft availability it was a fuel shortage, the availability of skilled pilots, the availability of technicians skilled enough to service them and a shortage of the metals needed to produce reliable Jet engines. As far as the Soviets were concerned the MiG-3 was a fairly minor type BTW. LaGG-3s, La-5s, the Yaks (3,7, and 9) were all far more numerous and more typical of the Red Air Force. How could of it changed anythng it would be used as an mortor to take out forts it would of been good at teh beginign of the war when the germans where still on BLitzgriege

As Simon already pointed out, the problem for the Germans was not exactly that they produced the wrong things or produced them too slowly; the problem was that they didn't have the resources to build enough tanks, or enough fuel to run those tanks, or enough trained crews to use those tanks. They simply were losing the war, and no production tank was going to change that for the reasons mentioned.
Certanly not Sturmtiger.When firing rockets gases made flash so the tank had to change it's position.Only good use:desturction of the buildings.In Warsaw for an example.Germans should concetrated their resources on cheap but good stuff.Panzerfaust was good(talkin about model 60,the most common) but the range wasn't good enough.We could see it's performanse in Battle For Berlin.It made hell there.If they succeeded in making lot more of Panzerfaust 100 or even 150,that could made lot more damage.But it wouldn't change things anyway...
