Why was it possible to sent over a whole army (5th Panzerarmee) towards Tunesia in the days after El Alemein and not before that battle? Such an army would give Rommel the chance of beating Montgommery and capture Cairo.

I believe the route was shorter, the will was stronger and men can be flown.

Rommel lacked supplies like fuel and ammo as well as tanks.

Furthermore a lot of rommels problems were that it cost him a lot of suppliers just to get the supplys to the front line, especially when he did not have use of Tobruk as a port.

The 5th Panzer Armee was just the Panzer Armee Afrika renamed, it was not a new formation. The major reinforcements sent over to Tunisa after Torch were the 10th Panzer division and elements of the Hermann Goering division. The rest of the major formations were already in Afrika:
    15th Panzer Division
    21st Panzer Division
    90 Lt Division
    164th Lt Division and
    the Ramacke FJ Brigade.

The Germans greatly reinforced the LW in the Med and were able to take advantage of the shorter air and sea routes from Sicily to Tunisa, with good, all weather air bases on both sides of the strait.
