Most intelligence agencies were aware of an impending attack by Japan. The tragedy is that lives were allowed to be lost. Pearl Harbor: Hawaii Was Surprised; FDR Was Not What was really bad was after MacArthur learned of the attack on Pearl Harbor, he did zilch. Original War plans called for an American retreat to Bataan where food and munitions would sustain the defenders for a long time. MacArthur would have none of that and wanted to stop the Japanese on the beach. Prof. John McManus' book, Island Infernos is a good read on the subject MacArthur in the Philippines. RIP to the sailors, soldiers and Marines who were died or injured that day and for those who had to live through the Day of Infamy.
