One question, you mentioned a few times you believe that he received the CIB, by a General Order of the 103d Infantry dated May 1945. On this document in Box 31 it says "CIB GO 9 101" Do you believe this is a typo and it should have been 103?

Sorry I keep mixing up 101 and 103.

The 1945 General Order (GO) #9 for the 101st Infantry Regiment was dated 12 February 1945.

    1945 GO # 19, 101st Infantry Regiment was dated 1 May 1945.

I suspect you have been done in by a clerical error. Your grandfather either appears in GO # 9 with a date different than that shown on his discharge paper OR the GO number was recorded incorrectly, should be GO # 19, with the date recorded correctly.

GO # 19 is four pages in length, three pages of names and a sign-off page, thusly:

If you go to Golden Arrow Research (Search WWII General Orders ⋆ Golden Arrow Research) and scroll down to 101st Infantry Regiment you will find three entries for same. Pick and click the middle one. You'll directed to a repository which when you click/open brings up 198 pages of GO's. This particular collection starts with an 8th Infantry entry, don't be discouraged. Look on the upper left you'll see "page 1 of 198" and a small icon. Click the icon and now you have thumbnails of the file's pages going down the left side. Scroll down to page 57 to find GO # 19 1 May 1945. 101st Infantry 1945 GO's #'d 20, 21, & 22 were also promulgated in May 1945 and you can scroll down to read same. GO # 9 of 12 Feb 1945 starts on page 33.
