Once a man gets used to a kilt, it's actually a better garment....warmer. And, a true Scot does not wear anything under it....old joke... Q: Is anything worn under the kilt? A: Nae, lad, it's all in perfect working order!
Think that story was a case of fright against new-fangled ideas myself. There was a damn sight less wool used in a pair of trousers than a bleedin' kilt, regardless to "traditions"! One thing the British were famous for in WW2 was taking the long view of the war; keeping it going long enough for the Empire's resources to be brought into play in our favour. Next to the field we keep our horses in are the ruins of a woollen mill which used to make tartan for the British Army (the village was full of mills); it went bankrupt in 1915 when they upped their prices to profit from the emergency situation the country faced, and the government promptly said "get stuffed". Whitehall was probably determined to stop the same thing happening again in 1939.
