The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Corporal Frank B. Ordering his men to take cover, he drew the sniper's attention to himself by fire from his rifle. His gallant efforts prevented heavy casualties among his squad, but he himself was killed.
