I'm playing German. I invade Norway, Finland and then the Soviet. Every province I got is marked as "province controlled by Italy". There is no Italian armies nearby. After I roll over the whole countries. They surrender to Italy as Italy 'own' the country, not me and my soldiers. Same thing happens when I declare war on Greece and Romania. They surrender to Turkey. But my men did most of the work. Spanish does surrender to me but Italy hold around 10% of their provinces after Spanish surrendered. May someone told me how it works?
