I thought I should make this it's own topic instead of having it way at the end of enough. Plus I have found out some new info that raises more questions. My original quesitons was: I'm looking for some help trying to ID a WW2 ribbon. This ribbon was with my grandfather's WW2 awards. All the other ribbons were easy to ID. But this one has me at a loss. He served in France and in a major wartime production industry during the war so it might be a France or civilian ribbon. Any help the experts here can provide would be great. Thanks so much! I was told it might be a Department of War civilian ribbon for service in the Europe-Africa-Middle East Theater. Can anyone confirm this. For the life of me I can't find out anything about theater ribbons issued by DoW or DoD. Any help you for provide pointing me at a good site or giving more info would be much appriecated.

That is an odd shaped ribbon. What is in the back? Is it the same as the other ribbons where is slides onto the bar? It looks like just the material with nothing behind it.
What that is, is a replacement ribbon piece that is wrapped around a ribbon frame. I have a couple pieces I found in my dad's stuff for the PH. Those strips were often wrapped around pieces of cardboard and backed with felt or wool to be sewn onto dress uniforms. I am of the opinion that is an "association" , "reunion" or "VFW" ribbon
You're right it is a old WW2 pin ribbon. They didn't have ribbon bars back then. Most of his ribbon are as you say 'replacement' ribbons. All his medals still have strips of cloth you can make new ribbons out of.
