The CF-18, designated the CF-188 in Canada, varies from the USN F/A-18 in a few ways: the CF-18A features an Instrument Landing System (ILS) rather than a Automatic Carrier Landing System (ACLS), a 600,000 candle power searchlight for night operations, a different survival kit, and provisions for unique Canadian weapons, the LAU-5003 rocket pod and BL-755 cluster bomb...

I thought they were the same (plane itself- obviously the weapons software, weapons would be different)

Or one could say that the CF-18 is built for land ops vs carriers ops. Or something like that.

It depends very much on which model of US F-18 you are trying to compare the CF-18 with. The F-18C and the CF-18 are basically the same airframe, with some minor, in terms of performance, differences in avionics and engines. The CF-18s have recently gone through an avionics update and airframe life extension program. there is really nothing to pick from in terms of performance.
The F-18D/E Super Hornet is a different, more powerful aircraft.
