Hello everyone! I was researching one of my relatives and his WWII Army service and on his enlistment record I found this: Source of Enlisted Personnel- Enlisted Man, Regular Army, after 3 months of Discharge. What does this phrase mean exactly?

It means he had prior service in the military.

He had already served time in the US Army, and was discharged. He reenlisted after a period of 3 months or longer.
