Given the attitude of the aircraft I’d reckon it was landing.

Great photo! This illustrates the unique twin 4" mounts on Hovey (DD-208) and Long (DD-209). The sisters were converted to fast minesweepers (DMS) and were lost less than a day apart during the invasion of Lingayen Gulf in 1945. On January 6, Long was sunk by a kamikaze, and her survivors were rescued by Hovey, which was sunk by torpedo early the next morning.

"[740 x 580]USS Reno (CL-96) ) under salvage after she was torpedoed by the Japanese submarine I-41 on 3 November 1944, while operating off the Philippines. The photograph was taken the following day and shows the tug with USS Zuni (ATF-95) alongside."

The Cherokee-class auxiliaries were also used as ASRs (Submarine rescue/salvage vessels). One of my uncles served on one in the 1960s. "Our motto was 'well, we tried.' " Loved his morbid sense of humor.
