My answer was a guess, really. Churchill must have thought very little of the tank named after him! (As did the Germans when they recovered one from the beach of Dieppe, by the way.)

Neither. Napoleon is quite a famous character by the way, and for this quote I could name the person who said it and you'd probably be just as much in the dark. I'm afraid it's not really a famous quote, but just a quote I like (it works well in French).
As a clue, the man who said this was called Melchior de Polignac.
