A clerk had put it away and the fanatics didn't find it, despite a pretty thorough search. Hirohito knew it was time to stop the war, before Japan was totally destroyed, either by the nukes or by the invasion that was sure to come. He found the moral courage to do what was right and necessary for his people, regardless of what the militarists wanted.
