In the Army it would. In the Marine Corps and the Navy it would be worn to the left with the rest of the ribbons. When worn with Medals it would be placed on the right with other ribbon only awards.

I'm looking for some help trying to ID a WW2 ribbon. This ribbon was with my grandfather's WW2 awards. All the other ribbons were easy to ID. But this one has me at a loss. He served in France and in a major wartime production industry during the war so it might be a France or civilian ribbon.
Any help the experts here can provide would be great. Thanks so much!
