Bock was not asking for reserves, Bock was reallocating units set aside for Operation Fridericus to counter the Soviet offensive. General Halder was very critical of Bock's actions, Halter did not see the criticality of the Soviet offensive, and informed Bock that he should not waste Fridericus units to clear up minor blemishes of the front. To which Bock responded, "It's not a question of blemishes. It's neck or nothing." Hope this puts Bock's quote in better context.
